Thomas Tuchel named a 26-man squad for the matches against Albania and Latvia, but Uefa regulations require only 23 players to be selected for each matchday squad.
Nottingham Forest midfielder Morgan Gibbs-White and Liverpool defender Jarell Quansah, who were absent from Friday’s game, return to the squad, while Newcastle winger Anthony Gordon has withdrawn after sustaining an injury and returning to his club.
Southampton goalkeeper Aaron Ramsdale has been left out once again as England prepares to face Latvia at Wembley (19:45 GMT).
“We need to get the selection process right to build the best squad,” Tuchel stated.
“This might mean leaving out some highly talented players. Over the next 16 months, our priority is assembling the right team rather than simply picking the most gifted 26 players.
“We must ensure the squad is balanced and the team spirit is strong. Qualifiers are one thing, but tournament football is a different challenge.”
